ENGINEERING INCOMPETENCE IN GOVERNMENT CAUSES MASSIVE BROWNOUTS – BAYANI
Bagumbayan Vice presidential candidate Bayani Fernando said poor engineering and incompetence of government officials are the main cause of brownouts.
           
In the news, Metro Manila and some provinces in Luzon and  have gone through a series of two- to three-hour brownouts everyday for the past few weeks after the 540-megawatt (MW) Limay combined cycle power plant in Bataan and the Malampaya gas power plant were shut down for maintenance.
          
“The simultaneous shutting down of power plants for, accordingly, maintenance purposes, the poor inventory of power source and requirements and the poor anticipation of the ‘el niño phenomenon’ are just some of the proofs of engineering incompetence of our energy officials,” Bayani, a Mechanical Engineer and former Chairman of the Metro Manila Development Authority said.

Bayani explained that energy officials should have come up with a doable measure to avoid power shortage and to come up with an ideal schedule of maintaining and upgrading the power plants in the country and not doing it simultaneously especially on this period when National Election is just around the corner.
           
Bayani said is also suspicious that this brownouts happen in the time of campaign and in areas where opposition candidates are airing their effective media advertisements.
           
“Nakakapanghinayang naman na mag-aadvertise ang mag kanididato sa telebisyon o radio at hindi naman mapapanood o mapakikinggan ng mga tao e sayang naman ang ibabayad ng aming mga taga-suporta. E, hindi naman kami mayamang kandidato tulad ng iba (It’s a waste of valuable campaign funds for if brownouts occur in areas where we, and other opposition candidates, believe we have many supporters),” Bayani noted.
           
“Hindi tuloy maiwasan ng ang mga Pilipino ay magduda, na may ilang tao sa gobyerno ang may itinatagong balak para sa eleksiyon at gustong  i-mindset ang lahat na ang mga sunod-sunod brownout ay normal na pangyayari lamang at dapat tanggapin. O di kaya sila’y sadyang incompetent lamang sa kanilang trabaho.  (Due to these alarming announcements of brownouts, Filipinos want to believe that there are forces in the government who have hidden agenda for the election or they are just simply incompetent in their job.) Bayani laments.

Bayani said what the country needs are leaders with technical know-how who understands engineering problems and who have political will to implement laws and new technologies to improve our power sector so Filipinos are spared of inconvenient brownouts.
